Fiesta spare wheel clamp?

Just bought a spacesaver spare for my Fiesta.
I'm damned if I can figure out how to use this :huh:
If a put the wheel with the outside facing down, the threaded bar won't screw down far enough to secure the wheel, but if I put the wheel with the outside facing up, the threaded bar won't reach the threaded hole in the floor pan.
What am I doing wrong?
Also,what on earth is the rectangular plastic bit?

is it some kind of spacer to allow full tightness (with wheel facing 'down'? Or add a few washers and keep the other bit as a desk ornament!0

I doubt it, because that would make it even shorter than it would need to be.
BTW, and I probably should've mentioned this earlier. The large round piece has a flange on it, which is a nice fit in the centre hole of the wheel.0 -
Long shot...does the round flanged piece screw into the jack...which in turn screws to the floor pan?0
