It can take ages to receive final bills and I wouldn't want to be hanging around waiting for my money i.e. the deposit to be returned to me when there is no need to wait for the final bills.

let me help you out then by drawing your attention to the relevant wording as you seem to have missed it

so why do you think they are refusing to cooperate when they accept they have to pay anyway

Maybe because LL is wrongly withholding deposit (has that been confirmed?) and the OP is not someone who is happy to just condone and enable that kind of poor behaviour?
  • Your council tax is between you and the council. Your water rates between you and the water company. Whether you pay or not is none of her business, so no you don't have to show her. It's not like she will be chased should there be any debt. She just needs to inform council tax and water company of your tenancy end date/date she becomes responsible and if on water meter take a reading but any issues she would need to take up with council tax and water authority direct. Ask her why she wants it to decide whether you want to give it, but it is totally your choice.

I would not pay too much attention to Jumblebumble. He wouldn't give you a reference but I can guarantee he wouldn't show you his documentation either
An answer isn't spam just because you don't like it......

    Yes
You could be the sort of person who gets pleasure out of making other people's life a bit easier
If I were your landlord and you took this attitude with me I would return the complement of being a pain by refusing to give you a reference I was ever asked for one.

Well I think many people would consider you to be very nosey in that case...

    I disagree
diggingdude does not know anything at all about me ( not even if I am Male or Female) and therefore any idea he can "Guarantee" what I might do is totally meaningless
( for the record I am old enough to understand probably why the Landlady wants this so she does'nt have to waste her time addressing with energy suppliers who is responsible as I do not live in the theoretical world where you tell the energy supplier that you are not responsible and that is the last you ever hear from them and I am not quite so stupid as to believe it is not possible my credit record might be wrongly impacted if the tenent skips.
So nothing what ever to do with being nosey but more to do with avoiding any incompetant energy suppliers playing the fool.
