Ive applied for several accounts with various banks (all online) and have never been asked for ID. Photo or otherwise.
  • Seems we’ve been unlucky then, Post Office, Charter Bank, Paragon and even NS&I where he already has money invested, have all asked for photo ID to open a fixed rate bond account :(

I get asked for it less now.
However at one time every single time I applied for anything I had to send in ID certified copy (I used my passport) and an original of an address ID.
I eventually determined/guessed that the reason the systems were rejecting me for online checking was the electoral roll(ER) cross check.
You are asked when you moved into the house and this is checked against the ER data. In my case for valid legal reasons I "moved in" in quite different date from when I appear on the ER.
Once I started quoting the date I appear on the ER rather than the true date of moving in the endless requests for paper ID pretty well ceased.

The last I had it was when an account was made dormant after only 2 years non use - full paper ID set had to be provided to re-activate it.

Has your father granted PoA to you? If not, and he has capacity, it would be a good idea for him to do so.

Make sure that he has advised DWP and HMRC of his change of address and make sure that he has registered for the electoral roll.

With regard to NS&I, have you telephoned to ask for advice in your father's circumstances?
