Thanks to everyone for the various feedback. I did some further investigation and it looks like our house has those small polystyrene beads pumped into the cavity between the thermal blocks and brick work and this must be done after the build.
I will have to continue looking for why he house is so cold.

Was your house air leak tested as this is a requirement of new builds.This may help with finding out where the heat is escaping
