If the laptop contains a 'recovery partition', you may be able to do a 'system recovery' without any disk. Usually it can accessed by tapping the F10 key during startup - an example of doing a system recovery in a HP laptop.
If above is not an option, you can attempt to create a setup CD for free: How to Create a Bootable Windows XP Setup Disk on a Preinstalled/Preloaded Windows System.
If you don't have it already, find & write down your Product key. You can use a little tool if having problems locating it - MJB Keyfinder / RockXP. G0 -

Have you got a genuine licence sticker on the laptop?
If so, you only need a CD and there's no need for it to be genuine. You can legally use a copied CD as long as you're installing it using a genuine licence.
I'm sure someone can copy you one or you could download one off the internet.
Just also download the drivers for the network adapter so you can get online and do updates/driver installs once you've installed XP.0
