balance transfer from mbna to morgan stanley

Hi, I've got £4681 owing on my Mbna and have a £4200 limit on my morgan stanley with no debt. They are offering 6.9% balance transfer rate but with a 2.5% fee. Mbna are charging me 12,9%. I 'should' be able to pay off the debt in the next 6 mths but might not manage all of it - should i bother moving - will i save money - i can't work it out. hope you can help.
