Getting Google to recycle my old phone

Hi,

I bought online a new phone from Google (a Pixel 3) about a week ago.

I contacted Google to ask to return my previous phone (which I bought from the Google Store too) so they can recycle it in compliance to the Waste Electrical and Electronic Equipment (WEEE) Directive.

They replied that my account is not eligible for the Recycling Program because my purchase on the Google Store was made over 30 days ago. I think that the purchase they are talking about is the one for the old phone.

I believe that they should recycle my old phone no matter when it was bought.

Who can I make a complaint to to fix up this situation?
