Public sector jobs tend to have a wide pay range for the same job (eg £21-31K for mine). What they offer you depends on interview performance, qualifications & experiance, the local job market & how much existing employees will be hacked off if they pay you more than them.

Depends, you can move on promo, get TARA and end up being made perm at the higher grade. Back in the day you needed a promo marking in your annual report to move on to the next level. Now it's about whether you have the skills to do that job.
Most interviews in the CS are interview boards - normally three people, one of which will be the line manager and someone from HR.0 -
That said I know of someone who has gone from a casual\temp to HEO without ever having to sit a board! the jammy git!0
