Is it correct to assume: the difference here is that they are not inviting the keeper to pay NOR are they asking the keeper to send the name and address along?
Not really sure what you're asking - but the details on the ticket mean that as they don't know who the driver was, they have the reasonable cause to access the details of the keeper from the DVLA so that they can contact him/her via a NtK to invite them to either identify the driver to them (so they can write to the driver to seek payment), or to pay the charge on behalf of the driver.Please note, we are not a legal advice forum. I think it best you keep this on one forum - you're further down the road with PePiPoo and with more people contributing to your thread there.
