CEL in Scotland.

Hi all.

Please bear with me. I have read the newbies sticky thread and my case is similar to others who have had a similar PCN whilst parked at Lidl but with a few tweaks and I am not sure how to proceed

My case -
PCN received from civil enforcement LTD 10 days after parking date.
Vehicle was parked in a small Chinese restaurant in balloch Scotland. Not a chain. Owner of restaurant known to be unhelpful.
Car and owner living in Scotland.

Should I email the restaurant with one of the templates or do other means?

I really have tried to find the info in the newbie section but really did get lost.

    The Scotland-specific advice in 1 2:14 of the Newbies Sticky is quite clear..!

    There is no appeal to a restaurant/retailer - only a firmly worded complaint.

    Yes I see it says do not respond unless I’m hire car etc.

    But then it says
    “IN SCOTLAND/NI, CERTAINLY COMPLAIN TO THE RETAILERS, BUT IGNORE THE PARKING FIRM UNLESS YOU GET A CLAIM”

    I have got a claim don’t I?

    Also why would the people who have been issued a PCN in Scotland Lidl send emails to store managers.

    Sorry to be a pain but I really am lost.

    What makes you think you have a claim? Have you had a simple procedure from the Sheriffs court?

    You haven't got a (court) claim, you have received a speculative invoice from an unregulated bunch of scammers.

    In Scotland, only The Driver can be held liable, not The Owner or The Keeper.
    As long as the scammers don't know who the Driver is, they are stuffed. The best way for the scammers never to find out the driver's identity is never to contact them in any way shape or form.
    So, unless The Keeper gets a COURT claim, the advice in Scotland is to COMPLAIN to the landowner and IGNORE the scammers.

    Also complain to your MP.

    This advice is does not apply in England or Wales.
