Goods vehicle loading only?

Hi
I just had a PCN at 20:00 on Friday 21 December 2018 in Hertfordshire, for parking for 5 mins in a bay which had a small blue and white sign with the exact words "goods vehicles loading only" it didn't mention times or dates. There was another car alrrady parked up too, presumably he got a ticket as well, unless the parking attendant was in that car waiting for me.
All the shops in the vicinity were closed.
The parking bay was on a public road and the PCN has the code CEO50.
This is undoubtedly a money grabbing exercise.
Is there any chance of me successfully appealing this.

Was this a council issued charge or one from a private parking company? If the latter, which one?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

CE050 is the Enforcement Officer who issued the PCN. You were observed not loading, therefore a PCN was issued. If it is at all yimes, it does not need to state days/times.0 -
Contravention code = 23
Issued by local authority council on a public road.0 -

Are you suggesting the parking attendant was videoing me parking getting out of the vehicle, then followed me about, watched me go back towards the car and then quickly slapped a ticket on my car?

If the car was not being loaded or unloaded during the CEOs observation period, they will have deemed it parked. There is a statutory appeal process, follow that https://www.patrol-uk.info0 -
As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a gmail account instead if you do have trouble registering) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
