I thought the pub carpark was free

I recently parked my car in what I thought was a pub carpark and went into the pub. When I came out, I was amazed to find a PCN on my car (the rain had washed it off and it was sitting on the wipers). I had no idea it was a pay and display car park so hadn't got a ticket.

On looking round, there was a ticket machine but as the carpark was pretty full, I didn't notice it. I checked around the carpark and could find no signage at all either at the entrance or in the carpark itself.

Can somebody advise please? The PCN was from the Council which may make a difference as it was not a privete parking company.

    You would be better taking this over to our friends on pepipoo.com as they are the council and police motoring experts, whereas we specialise in private parking charges here on MSE.
