I have just received the NTK from UKCPM.
1) I am going to follow the advice in the newbie thread and send the blue appeal details.
I was just wondering about the following?
The registered keeper at the time had just had a triple heart bypass and wasn't in a fit state to drive, and was still within the 4 week self imposed driving ban as advised by the DVLA. He was not the driver at the time due to this when the ticket was given.
2) Should I mention this at this stage of the appeal? Would it help at all?
3) Also from reading the threads am I right in thinking that as UKCPM are IPC that I won't receive a POPLA number from them? If so what would be the next stage of appeal if the initial appeal is turned down?

1) correct, the person named on the pcn / NTK (keeper) appeals as keeper using the blue text appeal
2) do not mention any personal issues at all, but if they have failed POFA2012 then an additional paragraph could state that the KEEPER was not the DRIVER and has proof if it goes to court
if they have adhered to POFA then its irrelevant, because the keeper is accountable when POFA has been met, even if they were in hospital on the moon
3) definitely no POPLA is available whatsoever, not even a scrap of popla for IPC members, no fair and independant ADR whatsoever0 -

- the NTK was not a POFA compliant one (compare it to the POFA) and/or
- the signage was inadequate/terms unreadable (as required by the POFA) or
- he was a passenger in the car and it needed to park there to assist him in or out of the premises, as he qualifies as disabled due to his heart condition.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
