Access insurance premium

Hello,
I am due for building insurance on my lease hold flat but as it's a Block of flats (2). Building insurance has to be done jointly. I found the insurance quote which is cheaper than my existing one with trees inspection and pruning clause within 90 days if over 10meters. trees falls under my neighbour's garden. Initially, neighbours agreed for the low cost one. but then deferred due to the clause and want to renew existing insurance which is at higher rate also it doesn't have any specific clause about the tree inspection and pruning, although it has policy terms which are very generic i.e. carry out remedial action if it's immediate risk or danger.
As the neighbour do not want to take any action and the existing policy doesn't force them so they want to go ahead with the existing policy at higher quote. I disagree to pay the higher Rate premium. In this case should I have to pay the higher rate or the landlord can force me to pay higher rate premium.
