PCN from UKPC at West Middlesex Hospital

Hi All
This is my first post in this forum - and any help and advice would be much appreciated
I received a PCN yesterday while attending the WMH.
After over 30mins of driving around the car-park, i did park outside marked bays - it was either that or be late for a vital appointment.
The staff - who do an excellent job btw - were running late and i did not leave the hospital for a good couple of hours
On my return i had a PCN attached to my windscreen - for ‘Not parked correctly within the markings of a bay or space’
Should i pay-up or wait for the NTK?

Which parking company?
Have you asked PALS (Google it) to intervene? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Hi Fedupdriver,
I am in a similar situation. Can you please advise what steps you took? Did you pay/ appeal/ didn't respond.
Thanks0 -
UKPC are fraudsters, why are the NHS cosying up in bed with them? Perhaps you should bring this to the attention of the CEO of the Trust.

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers. You never know how far you can go until you go too far.0 -

Hopefully he/she complained to PALS and got it cancelled.

Hi all,
Thank you for all your help and suggestions. I did contact pals but they say it's nothing to do with them. Hence now the keeper will go through appeal process in due time.0 -
Hi all,
Thank you for all your help and suggestions. I did contact pals but they say it's nothing to do with them.
Point them towards The NHS patient, visitor and staff car parking principles.
In particular, this bit:Contracted-out car parking
NHS organisations are responsible for the actions of private contractors who run car parks on their behalf.0 -

They lie, read this

and retaliate robustly. You never know how far you can go until you go too far.0 -
Try again with PALS, as advised above. Complain about them fobbing you off.
The NHS Car Parking Principles are Government policy that PALS should know about. The NHS Trust certainly do.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi all,
Thank you for all your suggestion. I emailed them again with the link provided. They have responded that I should appeal UKPC mentioning that I have already had conversation with the hospital and if UKPC didn't cancel the charge, they will make arrangements to cancel it. I'll keep you all updated with the result.
Thank you0 -
