The OP says that he is dealing directly with the other driver's insurer so he cannot go down the ombudsman/official complaint route even if he wants to as he's not a customer of that insurer - the Ombudsman will only entertain a complaint about your insurer.
If he can't agree a valuation with the other driver's insurer his options are to take them to court, or to make a claim on his own policy instead, which does give him the option of going down the ombudsman route, but means having his excess deducted from the settlement and having his NCD reduced until the claim is settled.
Also worth noting that the Ombudsman does not actually get involved in the valuation of the vehicle.
A complaint about the value of then offer to the Ombudsman will mean the Ombudsman checks the Insurer used the process the FOS laid down eg valuations from three seperate authorised valuation publications.
If the Insurers did not follow the correct procedure the FOS will ask them to recalculate the value on the correct process.
Most Insurers only source a valuation from one publication though0
