Parking ticket with incorrect details

Hello,
I received a parking ticket from LB Kensington and Chelsea but the registration number and make of the car is that of another car not mine.
I tried to search by my registration number to see if there is a ticket with my car detail but the search function asks for PCN number.
I then typed in the details of the ticket that was put on my car and there are photos of both cars (mine and the one with the details on the ticket).
The car was observed for 12 minutes (!!!) before the ticket was issued and still managed to put it on wrong car. Also there are no pictures of either of the cars WITH the ticket on the windscreen and again from the pictures it is unclear if I parked in a bay that was for permit holders only.

What should I do?

You would be better taking this over to our friends on pepipoo.com as they are the council parking exerts, whereas we specialise in private parking charges here on MSE.

You will need to register with a non-hotmail account on pepipoo, then read the FAQs before posting both sides of your redacted PCN with your query.

If the VRM on the ticket isn't yours then its null and void as far as you are concerned. You obviously won't receive anything (like a NTk) through the post.

HOWEVER it maybe the case that the warden afixed the PCN intended for you on the other car (and vice versa). In which case you MAY still receive a NTK. If this happens appeal on the grounds that you never recived the PCN at the time.
