Parking permit fallen from view while at work car park

Hi all,

I apologize, I have read the newcomer sticky post, but found the subject matter a bit confusing and believe that my situation is a bit more nuanced that it may need specific advise.

I received 2 parking charge notices whilst parking at work issued by Euro car parks. (my parking permit had fallen off the dashboard on two separate occasions within a week of each other).

I naively appealed both with evidence of having a permit and explained it had fallen from view, this was before I'd read the advice on this page, so disputed before being issued NTK.

This has now been rejected. Do I now have a come back? Should I go ahead with POPLA appeal using an applicable template?

I note that some success can be sought through complaining to the land owner, who in this case isn't the company I work for but the Landlord for the business park. In what manner would I be advised to complain? I am not sure how strong this is as I am not a retail customer in this case, however 2 other points that I believe would strengthen my complaint are:

1. the parking permit I have been issued actually expired over 12 months ago, no one that I work with has been re-issued one that is in date and are probably oblivious to the fact as it is ignored. Euro Car Parks has advised me that it had expired with the rejection of appeal so I believe it would weaken any legal recourse that I have.

2. In order to get on to the site, you have to pass security who has every permitted car number plate on site.

Thanks!
