‘Lost/misdelivered’ international parcel

Noted today that Parcelforce had ‘delivered’ my parcel from Japan. Got home to find no parcel or card. Called Parcel force customer service to be told it had been delivered and signed for by X. There was nobody at my address at the time. Parcelforce are investigating.
The value of the parcel with duty/VAT and the mandatory clearance fee is about £150. What liability do they have if they’ve lost it or given it to somebody who’s run off with it?
Can’t see the Japanese company refunding me.
I was under the impression that foreign signed for items couldn’t be left with neighbours.
Thoughts appreciated.

Via PayPal the only option offered if I remember correctly. The seller was from https://global.rakuten.com/en/0

That's a shame.
Paypal will side with the seller if the tracking shows online as being delivered.
Your first port of call really should be with the seller to explain exactly what has happened and that you do not have the item and ask them to dispute it with the carrier.
