I disagree. Her driving went beyond causing someone to avoid, and the relevant words here are "in a manner or at a time likely to endanger the driver of or any passenger in a vehicle on the major road".
That's fine, but you said it yourself her driving went beyond causing someone to avoid! the act stops at avoid for that reason. cause an accident, that is a more serious offence where another act would come into force, inconsiderate driving/without due care/dangerous driving at that point. I've seen the magistrate tell prosecutors the same.

What other interpretation would you suggest?

I would suggest that it is pretty obvious that the OP is a new poster, most likely isn't a native English speaker, and came here asking for advice, and if not to be given the benefit of the doubt, at least to have a fair hearing.

He clearly doesn't think that his vehicle pulled in front of the other car when the other car was there to see. He believes that "all four wheels" were on the junction and they were stationary and stopped safely, presumably focusing on a gap in the traffic coming from the left, like everyone else who has to creep and peep around an obstacle.

I am inferring that a vehicle from the right then rounded the van and hit them while they were stopped, but he needs to clarify that.
