Electronic bank clearing times

There was a lot of news around a year ago about the establishment of the new Payments Industry Association and electronic bank payment processing times being reduced to a few hours by November 2007. I've not heard anything about this recently - does anyone know when this is going to happen? Thanks.

Originally they had hoped to get it in place by November 2007 (i.e. by now) but it has been delayed until May 2008 at the earliest
