Zanussi cooker still not heating after element/thermostat

Hi

Could really do with some help plese with our freestanding zanussi electric double over cooker.

The top oven and all 4 rings work fine, but the bottom oven does not warm up.

I have changed the element and themostat (should of took the time to check them as probably nothing wrong with them), the fan is turning and the themostat light comes on but it does not heat up.

There is three small devices which look like thermal cut outs, I have got continuity on two of them and the third little piece which may not be a cut out had no continuity, so I bridged that out but still no warmth.

Any ideas how to proceed.
