Firstly, thanks for all of the sound and detailed advice thus far in this forum. It is extremely useful that a lot of smart people have teamed up to help fight these sc@mmers.
Brief outline of my situation:
Windscreen ticket issued for parking in a bay marked "management only" despite the fact that parking charge was paid on the day.
NTK received (wording was Parking Charge has been issued, NOT served.... Also, after 28 days may pass to debt recovery agency)
I appealed using standard wording as advised. 2nd letter from PCS arrived ignoring my request for evidence and suggesting that I should provide "details and evidence of exceptional circumstances that you believe should entitle you to challenge the charge after the official appeal period has ended"
Looking for advice on how to proceed please...
