Some general advice on jobs for children from the CAB.
If you are supportive (and from what you've said, I would be) then let him do it. When will he be 13?
Just watch his energy levels and continued motivation to do homework etc. You don't want him to be distracted "with excitement" when he's supposed to be concentrating on school/homework.
I think at this age, he looks up to his "big brother" and doesn't want to be thought of as a baby, so he'll be keen to show he can do as well as his big-bro
As for insurance - it's difficult to envisage what the shop's insurance would cover. I doubt that they provide anything other than public liability - which covers the lad for any damage he causes whilst doing the job e.g. if he's cackhanded and pulls the letterbox off the door :rotfl:
Other than that, they wouldn't "insure him" as such so it's not something to be concerned about. As you say, he's not insured on his way to school ....

Just to confirm, it is illegal for him to work before he is 13. He will need a work permit from your local Council's Education Office. They should also suggest that you are given a copy of the employer's employee liability insurance. They should also give you details of the legal restrictions on the number of hours he can work on school days & when they are (i.e. what time he can start in the morning).
If the paper round is with a newspaper company like Newsquest or Trinity Mirror, they will have a proper employment system & probably a waiting list which he should be able to go on until his birthday.
I spent 4 years employing & dealing with the little darlings in a former job!0
