Parking Control Management appeal rejection

Hi
Please could you offer some advice regarding the parking fine I have been issued?
So, I'm a doctor and was carrying out a home visit on an unwell housebound patient. I parked in the car park of his block of flats, not seeing the small PCM sign at one side of the car park. I was unable to park away from the flats due to it being a parking control zone.
Admittedly, as I wasnt aware of the private firm patrolling the car park, I didnt put a note in my window stating I was a visiting doctor (not that I think it would have made a difference.
I was with my patient for 15 minutes and on coming outside, had a parking ticket on my car.
I wrote an appeal using the MSE template stating mitigating circumstances with evidence from my practice, however, it has been rejected.
Is this worth pursuing further or should I just pay the £60? The principle of it really leaves a bitter taste considering I was providing care for an unwell person.

The MSE template is appalling. Forum regulars have begged them to change it but they seem to prefer people to be in your situation.
At the top of this board is a thread that tells Newbies to read it first. The information in that thread is much better than the "official" advice.0 -
Write to the Managing Agent MA) of the residential black and ask them to intervene. Tell them that you will make no further calls to this location if it's going to cost you £100 a pop. Make them aware, that as they are jointly and severally liable for the actions of their agents, it doesn't need you to point out that the potential outcome of this, even possibly leading to the death of a resident, will fall on their shoulders.
See where that goes for now. But as PCM (please confirm precise name of the parking firm, as so many use similar acronyms) are IPC operators, there's nothing further you can do unless they issue court proceedings. Come back if they do.
