Resident Parking Parking Control Managment

Hi all,
Bit of a newbie here but im sure for reading others I’m in the right hands…
I bought a new build flat 5 years ago with an allocated parking space in a different block, listed in the deeds with no mention of parking permit.
The managing agent decided to install PCM middle of this year.
PCM installed signs a few months back in the block where I park and not the block which my flat is located.
The other week i received a fine due to it being the weekend I was unable to contact PCM until Monday and collected another fine. Despite no correspondence from PCM about the parking controls my permit and when it was going into force.
I appealed on the website to get reject by them saying I had failed to adhere to the parking conditions, not displaying a parking permit and I should have sought alternative parking.
I’m now appealing to the IAS most likely get refused.
Can somebody take me through the next steps;
i.e. debt collectors turns up at the flat I tell him to go away until such a time that the court proceedings are issued.
There was also talks of issuing a counter claim.

Debt collectors cannot turn up the flat until you have been to court, a CCJ has been awarded against you and you fail to pay in the time defined. You need to talk to the managing agent and ask to see the consultation they carried out before they award a contract to parking scammers. The particular bit you are interested in is where 75% of the residents agreed and no more that 10% disagreed. If bailiffs do turn up, tell them to park carefully!0
