Insurance for a lease car

My husband's lease car was written off last month (not his fault). The insurance company have paid the value of the lease to the lease company. The car was worth £28000 but the insurance will only pay out £21000. He's been left hugely out of pocket for something that wasn't our fault.
This wasn't detailed anywhere in our policy documents and was never explained to us. We only found out about Gap insurance after the incident!
The company have paid the lease company despite us not agreeing to the amount offered. Can they do this?
We've made a complaint but that is going to take 8 weeks to get a response. Meanwhile, I'm 6 months pregnant, with no car and a lot of stress.
Anyone think we have a leg to stand on in the complaint?

Were you offered a legal add-on to claim your uninsured losses?
Did you take that?
If so can you call their solicitor?0 -
The third party isn't liable for any losses due to you not taking out gap insurance!
You will have to swallow this
