I just saw an ad for the Chimney Balloon company, partially blocking the chimney to reduce the heat loss.
What do you think?

Partially should be ok. It should always be ventilated.
If you've got some spare insulation/fabric, then you can stuff a bin bag and run some waste pipe through the middle. It'll be just as good.0
