Issue waiting for CIL info

We’re in the process of buying a leasehold flat. There is no chain so we figured about 12 weeks to complete.
However, we have come unstuck waiting for Crest Nicholson to answer a question about the CIL. Our solicitor wants to know that no CIL liability is attached to the property and it’s been over 2 months of waiting. Is there a way I can find this out if Crest Nicholson continue to be slow to reply?

    New-build flat?

What does the planning permission say about whether a community infrastructure levy charge has been placed on the development? What do the local authority say about whether it's been paid to them?
  • My building was built three years ago. There are still sections of the development being built. Planning permission says there was a levy charge of £128,380. Would the council be able to tell me if this has been paid yet?
I’m guessing if their answer is that it hasn’t been paid yet we will still need Crest Nicholson to confirm and we as leaseholders will not be liable for any of this charge?

I'd be astonished if the local authority had let the developer get away with it unpaid for that long.
