Is it too late for a POPLA Appeal?

I'm new to this forum and have read the newbie stuff but can't determine what my next action should be. So, please can someone help?

I drove into an NCP car park, did not park but waited there whilst I took a phone call the conclusion of which was to drive elsewhere. So, no ticket purchase attempted, not challenged by anyone.

It was 1 week later when NCP Parking Charge Notice to Keeper arrived showing CCTV image with a gap of 13.5 mins that annoyed me.

I wrote a letter asking for evidence I'd parked and stating that evidence of entry/exit does not prove parking. This appeal was rejected and a POPLA code provided on 4-Oct-18. I did not appeal.

On 2-Nov I received an NCP Final Reminder that the Parking Charge of £100 remains unpaid.
On 20-Nov I received a TRACE Debt Recovery Letter demanding £160.

So, is it too late to appeal once the 28-day POPLA deadline has passed?

If so, what should I do next?

    Parking on private land and not buying a ticket is one of the reasons these scammers exist.
    It's a shame you revealed the driver's identity. In most cases that is not advised.

    Did you get a PoPLA code when you appealed? If not, then complain to the BPA and DVLA.
    If you got one and it's still valid (they last for 32 days) then use it. Read post 3 of the NEWBIES to find template appeal points you can use.
    If you did get one but it has expired, request it again quoting the ADR Act 2015 that states alternative dispute resolution must be made available for not less than one year.
    Expect it to be rejected, but at least if it gets to court you can show the PPC were not abiding by an act of parliament.

    You then go into ignore mode unless you get real court papers.

    It's more like 32 days, but essentially yes, a golden opportunity missed. Easily winnable, all this would very likely now be well behind you (see below *).
    If so, what should I do next?
    Nothing, apart from waiting for a Letter Before Claim or MCOL Claim - the former from BWL solicitors, the latter via the CCBC at Northampton County Court.

    You can ignore debt collector letters, but not either of the two above.

    * NCP have 6 years available to them to pursue you through the courts.

    yes its too late, you had 33 days to appeal to popla, so unless you manage to get a new popla code (which you wont), then its NO POPLA for you


    you are a day late and a dollar short, as they say (or in your case over 30 days late)

    Thank you all for your replies. I will write to see if another POPLA Code is issued and take your points that this is unlikely. Then the wait for the LBC or MCOL.
