Horizon Sainsbury's advice please

I have looked through many posts on here and read a lot of information but there is a lot on here so apologies if what I am asking about has already been covered...
I received a PCN on Saturday from Horizon for overstaying by 27 minutes (over 1.5 hours) in a Sainsbury's car park. I have contacted sainsbury's customer services as suggested on here but they are just saying to contact Horizon.
There are photos of the car arriving and leaving but I am not sure that you can see who is driving. This happened on 17 November but the charge wasn't generated until 5th December and I received it on 8th December. The car is a lease car and I have also been charged £10 by the lease company because of this.
The charge is £70 reduced to £42 if paid within 14 days. I would love to know what my options are as I really can't afford this charge (I am unemployed at the moment and have just had a lot of unexpected expenses).

write to the CEO of Sainsburys with proof of patronage like receipts or redacted bank statements and INSIST that the pcn is cancelled, DO NOT take no for an answer, complain and complain and dont be fobbed off by the front desk who cannot be bothered as its too much trouble !!!
as for Horizon, because it is a lease vehicle the lease co has named you as hirer or as lessee (the day to day keeper), so because its a lease vehicle follow the advice bu EDNA BASHER at the bottom of post #1 of the NEWBIES FAQ sticky thread, adapting one of his examples of an appeal
if the hire docs didnt arrive with the NTH that was in your name , then you have a valid legal appeal, never mind all the other legal points you can and will use when required, due to POFA2012 failures, but not as driver, only as the day to day keeper
so a complaint to the email for their CEO first
then an appeal to Horizon using the edna basher appeal examples (not the blue text one) within the 28 days allowed for the keeper appeal
the ability to pay (or not) is irrelevant0 -
Complain to your MP.
It is the will of Parliament that these scammers be put out of business. Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers. This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

you use the drop down forum search box, change it to SHOW POSTS and put SAINSBURYS CEO into the search box and submit, then read through the results (its not the first time its been posted and wont be the last)

The Horizon signage in my Sainsbury's is pants. you need binoculars to read it, so well worth check out
To further insult Sainsbury's customers, they were in the entrance trying to recruit staff last Saturday0 -
After advice on Pepipoo from School Run Mum amongst others I submitted this to Sainsbury`s CEO re a ticket from Horizon, and it worked.
Dear Mr Coupe,
I am writing to you regarding a ‘parking charge’ ticket that I received from Horizon Parking. The ticket ref is XXXXXXXX. I have appealed this directly with Horizon as well as writing to you.
This charge came as a surprise in the post and was generated via the automatic number plate readers in the car park of your Godalming store. Horizon Parking have contacted me as the registered keeper of the vehicle having obtained my details from DVLA.
The car was parked at this store on XX August 2018 between the hours of XX:XX and XX:XX; a duration of 3 hours and 20 minutes. The alleged maximum ‘free’ parking time is three hours. The driver used the store that day for shopping and a meal with a friend.
I find it outrageous that, as keeper, I am expected to pay an exorbitant fee (£70) for 20 minutes of parking!
I am not obliged to confirm who was driving that day, but the driver is a customer of Sainsbury’s, as am I. There are no signs in the part of the car park where the driver parked the car; signs elsewhere have questionable font size. If the driver entered and left the car park via the filling station entrance no signs would be seen at all.
I am disgusted that genuine customers are being ripped off by this unregulated scam. Since our members of Parliament are calling this a “rip off” and a “scam”, why are Sainsbury`s using them at all? All they do is drive away custom.
You will be aware that other supermarkets are available in the area and the choice to use Sainsbury’s has resulted in this ridiculous fee. If I am forced to pay this charge, then this is £70 that I am unable to spend in your store and both the driver and I will shop elsewhere in future, as will all my family members.
To quote one of our MPs, ordinary motorists and ordinary residents should not have to put up with this!
I trust that this charge will be cancelled and look forward to your response.

hirer / lessee / keeper , day to day keeper , all the same as the vehicle is NOT yours
when it is a company or hire or lease vehicle, its different, but those designations denote the day to day keeper but its obvious that they are not the RK or the OWNER
they may or may not be the driver (I could be the driver)
POFA2012 has different wording for hire or lease vehicles and different obligations, hence why we refer you to the edna basher posts instead of the usual one
however, all bets are off when somebody foolishly blabs about being the DRIVER, hence the keep your trap shut "rule" , especially if bylaws applied like airports and stations etc0
