There's no way that would be considered acceptable. Dragging a washing machine over that a few times dragging it in or out, or the machine running/vibrating with it underneath it over time. That's an incident waiting to happen. I wouldn't call it an accident, because someone has deliberately left that as it is.
Get back onto the builders. Tell them to get it sorted ASAP and that you want them to pay for an independent inspection of the rest of the installation. If they can't be bothered to mount an outlet correctly, then we can only imagine what else they may have neglected to complete to the required standards.0 -
It looks like the electrics were done before the boarding or skimming or possibly fitting the kitchen with the intention of returning to complete the work which hasn't happened. Its only minor work to complete but clearly it should have been done.0
