Don't send anything via recorded or signed for service to a PPC, if they refuse delivery, they have absolute proof of non-delivery. Use e-mail.0

Correcting myself - https://forums.moneysavingexpert.com/discussion/5546325/court-claim-procedure-updated-october-2016 does say to send DQ to other parties
"You must complete this by the date given, and send it back to Northampton, with a copy to the other side (or their solicitors if they've nominated one as the address for service). "

Put down your nearest court for the hearing. You could settle at any time, or even email P/Eye now with an offer (say £50) and see what they say, if you are that wobbly about seeing this through:

They will discuss a lower offer with you by email. Head the email:
'CLAIM XXXXXXXX - WITHOUT PREJUDICE SAVE AS TO COSTS'
DO NOT pay the full £175. Try to keep it two figures - and refuse their first offer.
Going to send that email to Parking Eye with an offer. Court hearing is on Tuesday 18th Feb 10am.

here's what i said
