Joint freeholder won't sign TR1

I'm in the process of selling a flat, which is share of freehold. There are 4 freeholders in total. 2 out of 3 freeholders have signed and returned form TR1 to agree to the freehold transfer.
One freeholder is holding out. He was first contacted 4 months ago. He finally contacted my solicitor a month ago, by post.
He refuses to give email or telephone details to the solicitor and insists on communicating solely by post.
The pattern is he asks a question, gets a written reply back, then goes quiet.
The buyer's mortgage offer is about to run out.
I'm at a loss as to what, if anything, I can do.
Any advice very much appreciated. Thank you.

I had considered that but it's a no go with the current buyer. There may be no choice but to go down this route I guess.0
