Blasted universal credit

Person in hospital under section. Can't cope with technology even when well well and has no computer or mobile.
Previous UC claim stopped due to being under section and unable to get online to do whatever needed doing. Can't get onto email and log in details don't work and can't use ward patient laptop as it's broken even if person was computer literate.
Claim restarted by phone. Stressed that person cannot do online access and was told assisted claim and DWP would phone to arrange visit to ward for documentation etc.
Person has phoned again (without support) as had not heard anything. Now told DWP won't be coming out and they need to go online to enter sicknote for mandatory reconsideration of backdated payments. Which they can't do.
Help! How do we avoid the same situation again?

I think it's time to get their MP involved. UC is in chaos, and I doubt the call centre will be able to deal with unusual circumstances.Unless I say otherwise 'you' means the general you not you specifically.0

Does the person need to grant PoA to a friend or relative with internet access?
In the immediate future, another telephone call needs to be made?
