Padlocks

Not quite in my home, but an issue nonetheless.

We have a shipping container for storage. It secures with a padlock going through a metal hoop, to hold the doors in place.

The problem is that there is a metal plate welded in front of the hoop, to prevent people cutting the padlock off with a bolt cutter. There is room to put a padlock in and clip it on, but we don't have one that will fit. Normal padlocks where the body pulls down and then rotates to unhook it dont work because there isn't enough room between the door of the container and the metal flap to rotate the body of the padlock. Old-fashioned brass ones, with a key which goes in the front of the padlock don't work because you can't get the key in.

Has anyone solved this problem, or do you have suggestions for a lock which might help?
