    Shouldn't the OP work through his own insurance company rather than try to do things on his own?  Maybe it's a case that the driver wasn't on the company insurance and shouldn't have been driving the vehicle.  That would certainly explain why the company doesn't want to hand over details.

    You should claim for insurance, as it is your right. If you want to claim and need a good claim writer then you have to pay or them as many people pay.

    This happened to me when a  HGV side swiped my car when it was stationary. The company would not report the accident to their insurance company , I had legal cover which dealt with the case, took it to court and obtained a summary warrant against the company for the costs.
