The truth is, at least in England (not sure about Scotland), tenants have little to no recourse if a landlord doesn't do the necessary repair works. In other parts of the civilised world (eg New York, not exactly socialist Cuba), tenants can withhold rent in these cases. Not exactly here. Here there's a very convoluted process to do the works yourself and deduct the amount from the rent (http://england.shelter.org.uk/legal/housing_conditions/taking_action_on_disrepair/withholding_rent). In reality, the landlord won't like it and will easily kick you out (after the 6-month no-fault eviction period) or simply not renew the tenancy (most tenancies are very short here anyway).0

Thanks AK47 (hang on- isn't that a mid 20th Century Russian Rifle.../) as I'd never heard of "Selective Licensing" till you asked...
So I turned to my good friend Doctor Google and found that it (unsurprisingly) is irrelevant to me - partly because I'm a wonderfully generous and responsive Landlord, but also because it only applies in "Selective" areas where ther are higher than average numbers of carp landlords, carp properties, etc.Has anybody got any compete details on this yet?

But even there, the process involves so many stages of informal warnings and interim stages before recalcitrant Landlords get hit with £5k, or in extreme cases, £30k fines and management orders, that it's not exactly Bolshevik appropriation...
So will it make a difference to BTL ownership? Naah0 -
I don't think there is anything wrong with that. Tenants can rent from a landlord and landlords can rent out their houses to tenants, can't they? OED seems to think so

That is why you see letting agents, and not renting agents.

That is probably correct, but changes to tax, interest rates and FOM will probably make a big difference.0
