UKPC 'Left Site' PCN - wrong registration

Hi guys,

Firstly, thanks to any and all who read and/or respond to this, all help is appreciated.

The Newbies thread has been read through, but there's still a little confusion as to the best course of action to follow, given the specific circumstances.

The PCN was issued by UKPC for contravention of their newly introduced 'leaving site rule', a rule the driver was, until receiving the PCN, unaware had been introduced. There are no new signs to indicate the change in rules, and this particular retail park car park has been in use by people parking there and shopping in town for many, many years. The changes appear to have been made approximately two weeks ago, and this was the driver's first visit since. The only indication of these changes is a small, not particularly obvious, yellow sticker stuck to the parking rules signs which states: "Important: If you leave this site whilst this vehicle remains in the car park you may be liable to receive a parking charge."

The driver visited stores within the retail park and made a reservation for an item which they then collected from the store within the retail park an hour later.

Naturally, the recent and silent insertion of this new rule appears extremely immoral and sneaky. Yet, the reason for this post is that the parking warden noted the driver's registration mark incorrectly.
Instead of noting it down as is, they had the numbers wrong, so does this present a different angle through which to challenge this PCN? The photo they took of the car has been checked on their website (without entering any personal details, of course) and the image does clearly show the correct registration.

Any help would be wonderful!

    Edit your post to remove any hint of the driver's identity. It's always the "Driver" who parked.
  • Retrospective changes to contracts are not permitted and who's to say those stickers were not added after you had already left the car park while it was permitted to do so?

    In your appeal, you should clearly highlight that as this ticket was unlawfully issued you would like them to address the criminal damage that occurred during the placing of this ticket.
    Never admit to being the driver, POFA 2012 Schedule 4 is your best friend, always fight as registered keeper. Disprove keeper liability and you may be able to claim/counterclaim for data protection breach(s) and harassment. Don't just fight back, FIGHT BACK.

    Where is/was this?
    Some retail sites/supermarkets located near town centres have a clause in their planning that states they must provide parking for people visiting the local shops/amenities
    From the Plain Language Commission:

    How could someone find out if that were the case? Is that publicly available information?

    Who is the "you" they are talking about? The driver, any passengers or even a dog that is travelling in the vehicle?

    That is slightly perplexing, agreed. And what of the use of the word "may"? Is that not a little subjective? Does it not suggest there are conditions to this statement, which have not been outlined?

    EDIT: UKPC are no longer banned. I made the above statement without first validating the sources accuracy and based my judgment on the contents of the post. The above resource is still an excellent resource but should still be validated for current accuracy / relevance. Don't make the mistake I did - Sorry OP.

    Interestingggg. So, do we know for sure this info is still current? The PCN was issued very recently.

    The blog is dated 29th April 2018 and UKPC are currently not banned

    Article dated Sunday 29 April 201, its my understanding that this ban has now been lifted, and now UKPC, and Rupert Williams, his Wife, Amanda Williams and co, will be back in the old boys club relieving as many people they can of their cash
