Debt Collection Letter from ZZPS limited after not paying a parking ticket

In September on the first day of uni I parked in the uni car park for about 45 minutes as I was running late. I came out and had a parking ticket I didn't see any obvious signs otherwise I wouldn't have parked there. I went and looked around the car park the next day and saw two small signs which are about 3 meters in the air way above head height so no wonder I missed them. I ignored the ticket and then received a letter sometime in November or October telling me to pay the parking ticket. The company who sent this was One Parking Solution. Today I received a letter from ZZPS Limited saying I need to pay £80 plus an administration fee of £70. This is ridiculous. I have just tried to appeal through their website but it says sorry the ticket cannot be found. Am I legally required to pay these fees? What should I do next?

    There is no £70 admin fee. ZZPS are money scammers and talk rubbish ..... POWERLESS IDIOTS WHO YOU IGNORE

  • I did phone my university on the day I happened and they said they have no control over it. What would I need to say if I complain?

    They employ scamming parking companies of course they have control over what happens on their land.


    As for the legalities what you have is an invoice for allegedly breaking a contract you entered into with the PPC when you parked your car.


    Only a judge can decide if you have to pay it, and these Muppets have 6 years in which to decide whether its worth a punt in the small claims court.


    Debt collectors can't do anything, but as it has been passed to them that's why you can't find anything on the One Parking web site about your PCN.


    Pity you ignored and didn't come here first, if the signage is that bad a POPLA appeal would have probably killed it off.


    You are now in limbo time don't engage with debt collectors, read the newbies thread, and go back to the land owners and point out the errors of getting into bed with scammers whose antics parliament are going to curtail next year.
  • Received a letter from QDR solicitors I called them as I was nearing the end of their 14 day window for full payment. I have told them that I wont have the money until april should I pay then or should I make them take me to court, if it does go to court am I also going to have to pay the court fees if I lose?

    iT IS POINTLESS talking to scammers.

    QDR are a cheapo set up owned by the disgraced Wright Hassall solicitors

    Why think about losing, QDR are nothing magical.

    For them to continue, they must send you a letter before claim with full proof, being pictures and costs. IT MUST ALSO GIVE YOU 30 DAYS TO RESPOND.

    You can rebut their claim and if it does go to court, that will probably be at least 3 months away but they have to send you the letter of claim first

    So, no more talking to them, they are only interested in your money and nothing else.

    If you get a letter before claim come back here for help

    The 14 day letter is them in debt collector mode only

    I suspect that they dissemble, if they signed a contract with the scammer they are in complete control. Get the Union and your MP involved.

    The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.
