unfortunately you cannot tell them that you will pay half, doesnt work like that. They will pursue whoever they can get a hold of for this debt
as it is now a closed account, you can setup a payment plan with the council to clear this debt.
so long as you are paying your current council tax liability, they should be understanding in a reasonable amount to be paid back weekly/monthly.
I would always accept an offer of a minimum of £3.70 a week, as if being paid, there is no longer recovery work being taken on the account
try sort this out before it goes to court, or else, dependant on the LA, this could rise over £350 owed, and this is when attachment of earning, benefits or bailiffs etc will come into the picture, which you want to avoid0 -
OP, don't rely on telephone calls to the Council, go into the office and ask to speak to somebody in person, explain that you are looking for help to come to an arrangement to pay this money. You'll always find people are more amenable to compromise if you are sitting in front of them. Once you have come to an agreement with the Council, and paid off the debt, that's the time to try to track down your former partner for their half.0

Which will cost HMG rather more than the cost of the tax not paid.
The last refusnik round here was sent to prison for 6 days, being presumably the amount HMG could afford to loose. I've no idea if the tax was eventually paid or whether the council was further told to go whistle Dixie0 -

Very rare for one as low as 6 days - usually around 30 days (max can be 3 months). Cost of imprisonment isn't a consideration the magistrates' take in to account.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
Council tax is one bill you can't avoid, trust me I've tried!
As long as you stick an arrangement to pay then they are generally very accepting0
