NTK date issue

Ticket was issued on windscreen on 24/9/2017
Formal demand was sent to registered keeper on 26th October.
trasfer of liability (but no driver acknowledged) was sent and another formal demand was sent on 21st novemeber.
Question is. If the first formal demand (which has been taken as a NTK) was dated 26th October did the PCC go against any rules regarding the 28 day grace period before finding out contact details?
Also if the 2nd formal demand was dated 21st november that makes it day 58 ?
Does this make a case easier to defend?

not if the PPC issued the NTK on day 29 or later (in this case around day 32)
if they sent the NTK between day 29 and day 56 to the keeper and if they ALSO have the warning about POFA2012 liability, then the KEEPER may be liable under POFA for what a driver did
the second demand to the keeper is the final warning and is irrelevant as far as POFA is concerned0 -
