No one knows your EPG / insulation / heat loss characteristics / use of doors / glazing spec / window area m2 / floor construction / outside wall construction / etc, endless debate by well intended folks. Just suck it and see over the net 12 months and watch all your answers change over the quarters. @ the end of 52 weeks you will know CAC÷12≈±kW/ use/+cost per month.

Sounds like it may be the heating element or temperature sensor that has failed— the manual viewable in this link:

I reckon I'll replace that tubular heater with one of the Dimplex ones and will take a closer look at the towel rail. Currently using some old-fashioned trial and error with the storage heaters.
