Sounds like it may be the heating element or temperature sensor that has failed— the manual viewable in this link:

I reckon I'll replace that tubular heater with one of the Dimplex ones and will take a closer look at the towel rail. Currently using some old-fashioned trial and error with the storage heaters.0
