Parking fine change of address

Help, advice needed, I moved address middle of August, I sent off my V5 to change off address around same time & I have new log book with date showing beginning september as it as normal took a few weeks for dvla to send..
23rd August I got a parking fine Vehicle control services ltd but as this was going to my old address which was stood empty until landlord re let it I eventually got 1 letter forwarded to my new address threatening court & now it was £160, I emailed litigation@vehiclecontrol with photocopy of V5 showing the change of address & date of new V5 so can clearly see I was in process of change of address with DVLA when they got my details.. This morning I got an email stating
[FONT="]Although we have acted in accordance with our process in relying on the information provided to us by the DVLA, on this occasion, taking the circumstances into account, we will reduce the amount due to £100.00 to settle the outstanding charge.[/FONT]

[FONT="]I find this unfair & was willing to pay the original fine which was £60 not sure if was a lesser charge if paid within certain time as I didn't receive any letters.. What right's do I have in regards to this? stand my ground as I have all evidence or do I have to pay the increased £100?

Is it your intention to pay at the lower rate it they agree, if not, why does it matter? Do not expect John Lewis customer service from a scammer ,ead this.
It is the will of Parliament that these scammers be put out of business. Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers. This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

Yes I am willing to pay the original fine which I think was £60 not sure if it was less if paid within the set time but afterall I was in the wrong there I just don't see why I should pay £100 it wasn't my fault I didn't get the letter's, Not sure if I can argue to pay the £60 in responce to the email where I stand if it went to court as I have clear evidence..0
