Some more good news! I appealed to IAS as discussed above. Just got the following email from IAS:
Thank you for your appeal. Due to further information UK Car Park Management Ltd has confirmed they will no longer be pursuing the matter and the parking charge has been cancelled.

Wooohooo! So it's not impossible to win at IAS stage. For future readers I appealed with the draft appeal posted here, except making the two changes Coupon-mad suggested above. Thanks c-m :)

I did not provide any evidence at all, mainly because I couldn't find the original letter from the PPC, but I hoped it would be fine as UKCPM said they had already uploaded the relevant docs to the IAS website and I'm sure these were missing the docs required by PoFA.

    Well done.

Not taking anything away from the result, but splitting hairs, we hardly see anyone actually have the IAS come down on their side and tell the PPC that the motorist has beaten them. On the very odd occasion we see any positive result, it is always the IAS having a word in the ear of their beloved co-conspirators and getting them to quietly withdraw - as again in your case.

UKCPM are especially litigious - worst in the country at the moment, so a rather nasty monkey off your back.

Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

it makes you wonder if recent publicity and any warning by weasel at the IPC are having any effect, especially now that the new Parking CoP Bill is law , so maybe they are warned about their conduct due to impending changes ?

Ah okay. Yes, I do see the distinction there. Either way, big sigh of relief for me :)
