Damp paint

So I’ve recently had a bedroom skimmed, I did a mist coat which dried fine so I added a coat of paint on Monday but there are some patches on the celling where is hasn’t yet dried, these patches are where we had mould on the celling before it was skimmed any ideas what could be causing it and how I can fix it?

    it could be how you have treated it did you remove the mould before skimming over it
    How did you clean it with what and did you put a stain blocker on it
    mist coat is good id wait before putting any more paint on
    whats above the ceiling is it the loft or another room
    if its a loft then is it lagged
