POPLA appeal Highview Robin Park Wigan

Hi,

I am currently in the process of trying to draft an appeal to POPLA and would really like some help and advice. I have spent quite a bit of time now trying to research exactly what to put into my appeal and I've searched through various threads and templates but I just don't want to get it wrong. I don't know what to mention. (e.g specific cases or legislation e.t.c which could help my specific case)

Basically, to cut a long story short the Robin Park Retail car park only allows you to stay 2 hours on match days and 4 hours normally (DW stadium is nearby). I visited the retail park on a match day but it was a Tuesday afternoon at 13:28 when I visited. I have absolutely no interest in football and had no idea it was in-fact a match day - there were no signs/stewards/anything around to suggest it was a match day. The match was also later that night.

I initially appealed to the parking company (before researching which I now know was the biggest mistake ever - I also gave them my name and address) and then I eventually received a rejection email on 13/11/18. During this initial appeals procedure they were sending me emails and letters through the post which contradicted each other. So for example I had an email which said it was on hold but during this 'hold' time I received a letter through the post saying my fine had increased because I hadn't yet paid. However the email said it was 'on hold' so surely they shouldn't have sent the postal letter yet. This makes me think that the letters are just all automated regardless of whether you have appealed or not.

As previously stated, I am now up to the POPLA appeals procedure and would like to know where I stand and what my best grounds of appeal are.

Any help/suggestions/templates would be truly appreciated.
