My parents received a letter dated from 2013 saying I owe them money ( about £200 ) I don’t live there any more
I can’t remember exactly why but it was whilst I was unwell and irresponsible.
I was in hospital for 3/4 years and was out in 2017.
Am I obliged to pay this fee ?

If you owe a bank money then yes, you should pay it back - being unwell doesn't exempt you from this and nor does a delay in seeking settlement (although debts become statute barred six years after last acknowledgement).
Unless of course there's a valid reason to dispute the charge, which should have been done when it was originally applied to your account back in 2013 or whenever - was it on a statement at the time?
Check your credit files and see if it shows on there too....0 -
