Comparison websites – Avoiding your personal details being shared

Maybe I’m being overly paranoid about this, but bear with me... I need to help find a home & contents insurance quote for my elderly mother on her property, now obviously I’ll be using the comparison sites to get a the best value quote, and I appreciate that there are check boxes to tick so that your personal data is not used/shared.
However I know that sometimes these aren’t always obvious, sometimes data is used anyway even if you think you have checked the appropriate boxes(?)
So my question is what tips/guidance would you give to make sure you don’t end up allowing these sites access to your personal data?
Which comparison/direct insurance sites are the worst for this? Can I give a dummy phone number? Etc etc.
The reason for my asking is my mother already gets lots of spam calls and texts and emails as it is

If you have ticked the correct boxes they are legally unable to share details, and if they do they could be in serious trouble with the ICO.0

dont tick the boxes to allow marketing.Can I give a dummy phone number? Etc etc.
That could lead to it failing the ID check as tel number is one of the checks.I am an Independent Financial Adviser (IFA).
