As per the title really.
Currently all my passwords and personal info are recorded in a paper personal organiser which is less than ideal.
Would it be safe to record usernames and passwords in an icloud email that I send to myself?

In a word no.
Use a password manager, Keypass or for a phone 1Password. The latter can be opened with a fingerprint. They have easy copy and paste, clipboard wipe after a few seconds, etc.
Keypass is free and open source, 1Password is free under some installation settings.0
